The University System of Georgia (USG) is comprised of 25 higher education institutions as well as the University System Office (USO). Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Our Information Technology Services (ITS) division is located in Athens. The University System of Georgia Shared Services Center (SSC) is located in Sandersville. The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.

This role is based at the Information Technology Services (ITS) office in Athens, Georgia, located at 2500 Daniells Bridge Road. Onsite attendance is required five days a week, and remote work is not offered for this position.

This position is for permanent, full-time employment. Candidates must reside in the state of Georgia or be willing to relocate to Georgia as a condition of employment.

This is a professional-level position responsible for providing functional analysis and production support for enterprise administrative information systems. The position analyzes business processes and system issues, works with users to identify and resolve problems, and supports the ongoing maintenance, enhancement, testing, and operation of complex applications and services.

Under the general supervision of the Manager of the application area and in coordination with senior and lead analysts, the position provides functional support for PeopleSoft HCM, with a primary focus on Payroll, Time and Labor, and Absence Management. Responsibilities include researching and resolving production issues, analyzing business and system requirements, supporting system configuration and enhancements, developing and executing test plans, documenting processes and procedures, and assisting institutional users. The position works closely with functional, technical, and managerial staff to ensure that applications and integrations operate effectively and that business needs are addressed.

The position participates in projects and other initiatives related to the supported application areas and may lead smaller assignments or initiatives as appropriate. Tasks are varied in nature and often time-critical, and the customer base and service environment are complex. Adherence to established standards, procedures, and IT best practices is expected, along with flexibility in meeting customer and operational needs. Data-based decision-making is expected.

  • Provide second-level production support for the 26 colleges and universities that comprise the University System of Georgia and to the University System of Georgia Shared Services Center. This position will specifically support the Payroll, Payroll Accounting, and related modules within the PeopleSoft Human Capital Management (HCM) System.

  • Provide subject matter expertise and mentoring for other subject matter experts (SMEs) in providing functional support to end users on multiple PeopleSoft modules within the Human Capital Management (HCM) system.

    • Serve as backup support analyst providing functional support to end users on multiple modules within core application systems. Areas of backup expertise might include one or more of the following: Human Resources, Payroll, Time and Labor, Absence Management, Commitment Accounting, Workflow and Security.

    • Provide expertise as the functional liaison to support the integration of various application systems among multiple core administrative application systems.

    • Provide 24/7 on-call rotational support of applications.

    • Work with users and stakeholders to define, analyze, recommend and implement system improvements and functionality in an effort to increase customer input and improved quality.

    • Analyze requirements, design and assist in development of solutions to meet business requirements.

    • Document functional requirements, system design specifications, use cases, workflow diagrams, and interface designs.

    • Document modifications and work with technical analysts to deliver application program modifications and improvements to end users.

    • Work closely with Technical Developers to assist in development of custom solutions, fixes, patches and security.

    • Identify appropriate testing strategy and prepare resulting test cases and scenarios.

    • Perform unit and system testing and assist with Institutional constituents in user acceptance testing as applicable.

    • Participate and lead inter/intra departmental business process improvement initiatives.

    • Support change control process and associated tools to fully document and manage application changes.

    • Provide content and identify areas that require change for end user documentation (i.e. Business Process, training, Known issues, release notes, etc.).

    • Provide end user training.

    • Function in a back-up capacity for release coordination tasks and assignments.

  • Educational Requirements
    Bachelor's degree required.

    Over three years of related experience required.
  • Solid understanding and progressive work experience as a functional analyst supporting a complex human resources information system

  • Minimum of three (3) years current, hands-on experience with payroll accounting, payroll, time and labor, or absence management components of a human resources information system

  • System application upgrade and implementation experience

  • Ability to analyze SQL scripts that will be run against the Oracle database

  • Ability to explain functional concepts to the business Stakeholders

  • Ability to work with diverse groups within the University System

  • Ability to work with customers in gathering requirements

The salary range for this position is $56,615 - $73,850 annually. The final salary will be based on the candidate¿s qualifications, education, and relevant experience, as well as internal equity considerations.

    • Coordinates activities of project team on an inter- and intra-departmental basis as required.

    • Coordinates project activities with activities of government regulatory or other governmental agencies as required.

    • Assigns tasks to project members and monitors progress.

  • Requires good interpersonal communication skills to effectively present information and respond to questions from clients, customers and the general public.

  • Requires good interpersonal communications skills to support effective customer interaction.

    • Good written communication skills are also required for writing reports and business correspondence.

  • Must be flexible, well-organized, and team-oriented.

  • Must be able to work on a schedule that may includes nights, weekends or holidays when required to address critical or high priority issues.

  • Must be able to travel as needed, including several consecutive overnight stays where applicable, to support organizational objectives and initiatives.
