Purpose
The Manager, Resource Planning is responsible for enabling the Utility to make the most effective use of resources by developing and managing resource schedules for all field work (including capital projects, customer projects, maintenance) work for long term (3+ years), actionable 1 year and monthly/weekly schedules to enable delivery against targeted and required operational timelines. The Manager will work with Coordinators, Resource Planning to develop and provide effective and efficient scheduling, levelized contractor and internal resource capital and operating work plans while enabling legislative, regulatory, and budgetary requirements to be met and customers’ expectations are highly satisfied. Provide excellent customer service with inbound customer inquiries as well as outbound follow-up calls as required.
Accountabilities
- Plan, schedule, monitor and track progress of all project and operational work (capital projects, mandated compliance work, maintenance and customer service workload) in the form of 3+ year plans, actionable 1 year plan, and monthly/weekly plans, while ensuring accuracy of job statuses.
- Responsible for ensuring work is completed on time and in budget, that workplan documentation is in place to enable effective field operations
- Streamline, automate and stabilized resource planning tasks and ensure efficient and most effective us of resources
- Conducts and presents analysis of work delivery status to support decision-making and coordination across Operations, Engineering, Business & Community Development and Finance
- Conduct analysis of resourcing plans, present findings, identify key risks and proposed mitigation plan options for discussion by leadership
- Provides weekly/monthly reports to Leadership on plan progress and identify gaps in resource availability and work plan requirements as well as potential compliance issues
- Schedule and direct weekly meetings with Resource Planning Coordinators and Field Supervisors to review schedules and priorities and make adjustments as needed. Monitor progress of work to identify and resolve issues impacting completion.
- Supervise Resource Planning Coordinator in their management of job preparation activities (scheduling work, assigning appropriate resources, making adjustments, etc.); ensure they are meeting company objectives
- Develop and manage the weekly work schedule based on crew availability, dependencies, regulations, mandated programs, and corporate priorities. Ensure that resources are allocated to safely and effectively perform work. Work with the Dispatchers, Field Supervisors, Managers and Directors to ensure that work is prioritized appropriately.
- Manage dependencies associate with scheduled work (e.g. permits, mark outs/one calls/materials, equipment, police duty officers, etc.) to ensure work can be completed when scheduled and in compliance. As necessary, raise resource issues to Supervisors/Managers.
- Support event response as required, work with stakeholders to reprioritize and reschedule work delayed due to event response (e.g., rescheduling due to a weather or environmental event). Work with Customer Care to reset customer expectations.
- Maintains relationships with internal and external stakeholders and customers where disruptions to the work schedule is caused by essential maintenance, construction, emergencies and storm events work, ensuring that service requests and compliance work is coordinated.
Education and Experience
- 10+ years of professional experience required
- Minimum of 3+ years of direct experiences in Resource Planning Management
- Experience in relevant software e.g. SAP, Microsoft Word, Additional comments Excel and PowerPoint desired
- Strong understanding of forecasting, resource planning, interpret legislative and regulatory mandates, managing permits.
- A strong candidate may or may not have a college degree; relevant industry experience in utility, consulting and/or construction is required
