As a Principal Specialist, Subcontracts Program Management (SPM) supporting Collins Aerospace’s Resilient Connectivity Products portfolio, you will work with some of our most critical suppliers and technology initiatives. In this role, you will lead the end-to-end management of subcontracted products and services across the full program lifecycle—from early pursuit and proposal development through production, sustainment, and future enhancements. Working closely with Program Management, Engineering, Supply Chain, and external suppliers, you will ensure that complex third-party products are delivered with the right balance of cost, quality, and schedule performance to support mission-critical aerospace and defense programs.

This position offers the opportunity to act as both a strategic business partner and supplier leader, guiding subcontracting strategies, negotiating agreements, and managing supplier performance across high-value programs. What You Will Do:

• Lead the subcontracting strategy for assigned programs by developing subcontract management plans, and leading supplier discussions around new subcontracted solutions to meet customer needs
• Serve as a business advisor to internal stakeholders by providing market insight, supply chain strategies, and proactive support to business units
• Plan and lead supplier negotiations while partnering with Supply Chain Contract Managers to prepare and negotiate subcontract agreements and contractual documentation
• Lead subcontractor proposal preparation and manage moderate to highly complex subcontracts throughout the program lifecycle, ensuring alignment with cost, quality, and schedule objectives
• Manage subcontract performance against proposal commitments by leading regular supplier cadences, monitoring production and delivery performance, and providing program status updates to internal stakeholders and leadership
• Oversee all subcontracted products and services for assigned programs, including managing obsolete parts, production performance, on-time delivery, and future product or service roadmap considerations
• Serve as the primary subcontract point of contact, building strong relationships with program management while maintaining oversight across a portfolio of programs and representing the company in discussions with supplier leadership
• Ensure compliance with company policies, customer specifications, and government regulations while interpreting and enforcing subcontract policies, procedures, and contractual requirements
• Provide leadership and direction for subcontract-related activities across major programs, including supervising Subcontract Administrators, Buyers, and Supply Chain Contract Managers and leading internal and customer cadence reviews
• Manage overall program cost, schedule, and risk for subcontract scope on programs exceeding $10M, identifying qualified suppliers, developing new supply sources when needed, and ensuring supplier performance on moderate to high complexity programs

Qualifications You Must Have:

• Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience

Qualifications We Prefer:

• The ability to obtain and maintain a U.S. government issued security clearance is preferred
• Experience utilizing RTX Lifecycle Program Manager (RLPM) tools and processes
• Experience supporting U.S. Government contracting and subcontracting efforts
• Experience participating in bid and proposal development activities
• Experience working within Program Management or cross-functional program teams
• Experience operating within a Supply Chain or supplier management environment

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
