Our Raytheon Global Ethics & Compliance (GEC) department has an exciting opportunity for a Senior Manager on the Global Ethics Office (GEO) team. The Senior Manager position is for an experienced ethics and compliance professional who will become a part of our Ethics and Compliance Officer (ECO) Network. This Senior Manager will help support implementation of the GEC program across the Raytheon business, serving more than 55,000 employees, and work closely with Raytheon, RTX Corporate and Business Unit leadership to drive a strategic, proactive, collaborative, and harmonized approach that fosters and enhances our values-based culture of compliance across the global RTX enterprise. The Senior Manager will be the primary ECO for at least one of Raytheon’s Functions or Strategic Business Units (SBUs) and support other businesses as assigned. The Senior Manager will work closely with other ECOs, Local ECOs, employees and leaders to reinforce RTX’s values, Code of Conduct, serve as a reporting channel, manage inquiries, provide training and communications on GEC topics, conduct and support ethics and compliance reviews, assessments, and visits, support investigations as needed, and support leaders and managers in their ownership of, championing and empowering a culture of ethics, compliance, and integrity. The Senior Manager will also conduct conflicts of interest (COIs), post-government employment (PGE) and similar reviews, collaborate across Corporate and Business Unit GEC and other key functional stakeholders on policy development, data/trend assessments, and other key GEC program elements. Because Raytheon has business operations across the globe, awareness of international regulations in these areas is also important.

The GEO team is designed to be the proactive, education and mitigation arm of the broader GEC team, fostering Raytheon’s commitment to acting with integrity by building an ethics and compliance program focused on empowering all employees to model the guiding principles and values in the RTX Code of Conduct, promote a Speak Up culture, and achieve business goals ethically and compliantly. Thus, training, communications, engagement opportunities, and other elements of the program are core responsibilities of the role and the entire team. The Senior Manager will be an integrated partner with the Raytheon business to proactively engage on various issues, identify trends, and collaborate on solutions. The Senior Manager will report to an Associate Director on the GEO leadership team.

What You Will Do

  • Review, provide guidance regarding and disposition of PGEs, COIs and a range of ethics and compliance topics consistent with applicable policies, the Code of Conduct, and related policies and processes
  • Support development and enhancement of process guidance and training content for reference and implementation by Raytheon GEC and other stakeholders
  • Educate about, foster compliance with and drive consistency in the application of our Code of Conduct, values, policies and procedures in partnership with key stakeholders across the organization through consultations, presentations, and training
  • Coordinate with colleagues within and outside of Raytheon LCC, including Legal Counsel, Human Resources, Talent Acquisition, Security and others in furtherance of the GEC processes and enhancements
  • Engage with Local ECOs in the business to support them in their responsibilities to drive GEC program engagement at all levels
  • Support GEC and team initiatives to achieve alignment across Raytheon and the broader RTX enterprise
  • Use case trends, metrics and root cause analysis and engage with the organization to identify and mitigate key risk areas and establish preventative measures
  • Provide input and influence decision-making in matters where appropriate, ensuring outcomes are aligned with organizational goals and values
  • Properly and promptly document questions, concerns, and consultations in the appropriate tools and systems of record consistent with internal standards and with a clear focus on data integrity
  • Provide sound advice to help the business achieve our goals in an ethical and compliant manner
  • Perform other duties as assigned, including assisting with other GEC and GEO project work and consultations as needed
  • Domestic travel 4-7 times per year, each for 2+ days

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and a minimum of 10 years of Ethics and Compliance experience; or an Advanced Degree with a minimum of 7 years of experience
  • A minimum of 4 years of experience analyzing, evaluating and providing guidance on conflicts of interest, including PGE submissions and other ethics and compliance policies (for example: intellectual property, board memberships, secondary employment, business courtesies and expenses, Code of Conduct)
  • A minimum of 4 years of experience managing Ethics and Compliance cases and documenting case files in case management or other system of record
  • Process development or project management experience

Qualifications We Prefer

  • Experience working with leaders and managers to drive and reinforce an ethics and compliance focused culture
  • Organizational change management experience
  • Experience working for defense contractors or the U.S. Government
  • Excellent presentation, facilitation, communication skills and project management skills, including with Microsoft Office suite, including Word, Excel, PowerPoint, Visio, OneNote, SharePoint, Teams

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
