The Advanced Technology Strategic Business Unit Team has a great opportunity to step into the Subcontracts Professional role in a highly dynamic and collaborative environment, managing supplier performance and the entire purchase order life cycle (requirements including supplier development, requirement solicitations, Purchase Order award, post-award management, and closeout activities) for DoD, FMS, and DCS customers within the procurement team. Advanced Technology is the at the forefront of the latest new developments in technology including advanced radars, hypersonics, missile defense and much more.
Raytheon Operations and Supply Chain (OSC) is seeking a strong candidate to join our energetic, and collaborative environment in support of the Advanced Technology subcontracts and procurement team. The selected individual will be responsible for leading procurement efforts in support of multiple development programs within the early stages including R&D, proposal captures, engineering manufacturing and development, and low-rate production. In this role, you will foster relationships with our internal customers, suppliers, and administer subcontracts in a fashion consistent with integrated supply chain models. The procurement professional will operate as the focal point interface to handle communication between Raytheon Programs and suppliers. This is a
remote position, and an individual contributor role.
What You Will Do:
Preparation and issuance of Request for Quotations/Proposals
Perform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.
Place subcontracts/purchase orders and associated change orders
Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions
Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)
Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives
Provide strategic and tactical support of Raytheon proposal efforts collaborating with proposal teams and vendors
Tracking supplier proposal status and compliance to Raytheon RFPs
Act as coordinator between program proposal teams and centralized quoting team in support of Raytheon proposals
Nurture professional business relationships with first tier subcontractors
Provide comprehensive Supply Chain support for gate reviews.
Qualifications You Must Have:
Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience.
Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements

Qualifications We Prefer:
Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS).
Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
Experience with supplier performance management
SAP and Microsoft Office Suite of Products
Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
Experience with Truthful Cost & Pricing Data requirements and cost analysis
Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule
Knowledge of EXIM procurements and all the rules and regulations involved in those situations
Experience with import/export regulations (ITAR/EAR)

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
