Summary

This position is in the Aircraft Evaluation Division (AED), AFS-150. Responsible for applying expert knowledge of and experience with Title 14 of the Code of Federal Regulations (14 CFR) for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to maintenance safety issues.

Major Duties

The work involves the full range of aircraft propulsion systems, propellers, and APU activities relative to civil industry and military when appropriate. Serves as the AED technical expert with responsibility for the planning, development, standardization, evaluation and effectiveness of assigned AED programs nationwide. The incumbent must be highly qualified and competent in the various segments of aircraft maintenance as well as demonstrate a thorough and current knowledge of the techniques and responsibilities necessary to attain airworthiness. The incumbent applies a sound working knowledge of the regulations, policies, procedures, and the technical and administrative factors affecting the scope of aircraft maintenance activities of Flight Standards. In view of the freedom and wide scope of activity, the incumbent must possess a high level of initiative coupled with a working knowledge of automated data processing statistical techniques in order to logically assemble, evaluate, and make informed judgements based on the myriad of details available. Specifically, the incumbent serves as the AED specialist on maintenance aspects for assigned aircraft propulsion systems, APUs, and propellers. Serves as a member or leader of AD boards, Flight Operations Evaluation Boards (FOEBs), Maintenance Review Boards (MRBs), Type Certification Boards (TCBs), and Flight Standardization Boards. When acting as the MRB leader, the incumbent must assure well in advance that assigned agency personnel receive the appropriate training on the MSG 3 process prior to the actual working group meetings. Obtain input from a variety of sources from within the Federal Aviation Administration, as well as from manufacturers and operators when determining that this program (MRB) meets the uniform minimum maintenance standards established by the 14 CFR. Participates in the establishment of standard practices and procedures for assigned aircraft propulsion systems, propellers, and/or APUs produced by the assigned manufacturer, including airworthiness limitations, while assuring these criteria meet the standards established by the CFRs and FAA policy. Reviews the assigned aircraft propulsion systems, propeller, and/or APU manufacturer's instructions for continued airworthiness requirements for conformity with the CFR and industry needs, with particular emphasis on assuring realistic, economical, and technically practical programs of airworthiness which are applied by the industry and measured by FAA field inspectors. Participates as an observer and assists in functional and reliability testing conducted during the Type Certification process. Advises on problems concerning the maintenance programs that effect new aircraft entering service in general aviation and/or operations. Manages reliability team efforts during the development of the standards and procedures. Acts as a subject matter expert for all information on assigned aircraft propulsion systems, propellers, and APUs, which is related to achievement of reliability and allied maintenance standards, e.g., Service Difficulty Reports, Alert Bulletins, Airworthiness Directives, extended operations ETOPS reporting and accidents and incident reports, etc. Provides technical and administrative assistance to Aircraft and Engine Certification Offices, Flight Standards field offices, and operators, as requested, relative to assigned aircraft propulsion systems, propellers, and APUs and represents the agency on assigned areas as directed. Represents the Flight Standards Service in meeting pertinent to assigned specialty involving the aviation industry, regulatory authorities, and other government officials. Performs other duties as assigned.
