SUMMARY:

This position provides engineering work including engineering design, review of plans and specifications, preparation of engineering reports, etc. for water distribution, wastewater collection, and treatment facilities. Time is spent working with staff, consultants, developers, and others providing direction and recommendations for Capital Improvement Projects (CIP) ensuring efficient operation and functionality.

RESPONSIBILITIES:

  • Performs more complex sewer collection drainage basin analysis (including hydraulic modeling), flow calculations, and preparation of related engineering reports.
  • Prepares construction costs estimates for sewer pump stations, treatment facilities, pipelines, and water treatment plant pipelines.
  • Independently reviews engineering plans and interprets specifications developed by consultant engineers.
  • Performs design, prepares specifications, and assists in project management and coordination for in-house projects.
  • Develops applications for state and federal sewer facilities construction grants.
  • Provides support revising established standard plans and specifications as needed.
  • Analyzes existing basic sewer drainage basin needs.
  • Involved in replacements for sewer and water facilities including CIP development and implementation.
  • Provides recommendations on CIP scheduling for defined items such as size of a water system, size water main, etc.
  • Provides seasoned recommendations on CIP implementation for defined items such as the type of pump, layout of piping, size of water main, etc.
  • Works with property owners for the installation of sewer and water lines across private property.
  • Performs other duties as instructed.

SKILLS AND REQUIREMENTS:

  • Bachelor’s degree in engineering (civil, environmental, or mechanical) from accredited university with 2 years relevant and progressive experience.
  • Must have or be able to obtain the appropriate Georgia Soil and Water Conservation certification in Erosion and Sediment Control within 6 months of being in this role.
  • Ability to inspect complex water and wastewater utility facilities and interpret and analyze a wide range of highly technical engineering data.
  • Thorough knowledge of principles and practices of construction and civil engineering as applied to a water and wastewater utility.
  • Strong oral and written communications skills. Ability to explain difficult technical information and data in non- technical terms.
  • Ability to represent the division and build rapport in meetings with general public, agencies, contractors and other governmental entities.

  • The Engineering Department must always have an active professional, either on staff or through a defined consulting agreement, who holds a Professional Engineering registration to act with Delegated Authority in compliance with Georgia EPD.
  • Must be able to obtain access to Ft. Moore is required.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is required to stand, walk, sit, use hands, handle, reach with hands and arms, climb stairs, balance, stoop, kneel, and effectively communicate. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

Majority of work will be done in the Engineering office with occasional site visits and off premises meetings.
